Consideration of the August 20, 2020 Meeting Minutes
Motion to approve was made by Mr. Bylewski; seconded by Mr. Zilke. The motion carried.

Consideration of the October 15, 2020 Meeting Minutes
Motion to approve was made by Mr. Zilke; seconded by Mr. Gaston. The motion carried.

Overview of Process
Ms. Gatti stated that the AFPB is an advisory board on agricultural issues to the County Legislature. In this capacity, the AFPB provides a recommendation to the County Legislature on agricultural district inclusions under 303b. The Legislature is the body who votes to include or not include parcel additions. The County Legislature’s public hearing is the agricultural district law’s forum to provide public input to the County Legislature on this issue. Each applicant or member of the public will have the opportunity to provide comments at the public hearing on November 12th at 6:00 PM. The public hearing will be virtually. Following the public hearing, the County Legislature will examine all of the information provided, including the public comments provided at the public hearing and will vote on whether to include or not include. The resolution is then sent to the Commissioner of Ag and Markets in Albany, who makes the final determination.

Public Comment (3-5 Minutes per Person)
Ms. Orem and Mr. Mash spoke in favor of application #20. Ms. Orem would like to raise chickens on the four parcels submitted for enrollment. Three of these parcels are under contract by the applicant and are not yet owned by Mr. Mash/Ms. Orem. The parcel with frontage on First Street is owned by the applicant. Motion to close public comment period was made by Mr. Castle; seconded by Mr. Henry. The motion carried.

2021 Meeting Calendar
Ms. Gatti proposed four quarterly meetings to be held in January, May, August, and October 2021. The Board agreed and Ms. Gatti stated the meetings would be held virtually or in-person, depending on the state of the pandemic. Motion to approve 2021 meeting calendar was made by Ms. Chrostowksi; seconded by Mr. Castle. The motion carried.

New Business
Ms. Chrostowski noted that no new grant contracts had been approved by NYSDAM and that no 2021 grant applications had been released. Ms. Chrostowski further noted that she would be hosting a farmland protection planning webinar in early December and would share event details as they were determined. Mr. Castle shared that the Office of Agriculture has been allocated $100,000 in the 2021 proposed budget.
