(2) Evaluation of program eligibility criteria based on household income and subsequent recommendations concerning the definition of low-income based on established government program criteria.

These maps developed by Erie County DEP and Buffalo State University examine utility and related burdens in Erie County, in the context of economic equity and food access. All maps use Census Tracts as the unit of analysis with burden measures being calculated as the average household utility expenditure divided by the median household income.

These reports generated by ECLIPSE summarize improvements to energy affordability and reducing the energy burden for LMI households, the number of LMI households participating in ECLIPSE Programs, the number of municipalities participating, the resulting energy savings (kWh) and green house gas (GHG) emissions avoided, and other key metrics and indicators jointly deemed important.
These variables are also visualized through the ECLIPSE Dashboard.
