Program Overview
The Public Health Engineering division is responsible for:
- Regulation of public water systems
- Regulation of residential or small commercial private wastewater treatment systems (septic systems)
- Review and approval of plans for new or replacement water lines, backflow prevention devices, sanitary sewers, private wastewater treatment systems, public swimming pools, beaches, realty subdivisions and mobile home parks
- Monitoring cooling towers for regulatory compliance and investigating legionella clusters

- Design Guidelines - guidelines for the submission of water, sanitary sewer, realty subdivision, and swimming pool plans for review
- Water Application - application used to submit plans for a public water supply improvement
- Sanitary Sewer Application - application for the submittal of plans for an extension or improvement of the public sanitary sewer system
- Onsite Wastewater Treatment System Application - application for a construction permit for an onsite wastewater treatment system for residential or commercial lots prepared by a design professional
- Realty Subdivision Application - application for the submittal of plans for a realty subdivision
- Swimming Pool Application - application for the submittal of plans for a new public swimming pool or modifications to an existing public swimming pool
- Construction Certificate Form - form to be completed by design professionals only that certifies construction was done in accordance with plans approved by the Erie County Department of Health
- Property Transfer Application - Application to have a property transfer inspection completed
- Property Transfer Variance Application - Application to receive a variance of property transfer inspection
- Property Transfer by Design - guidelines for submission of property transfer inspections by design professionals
