Accounting Analyst

JOB TITLE:  Accounting Analyst (Provisional*)

RATE OF PAY: $62,419 to $79,192 Annually (Job Grade 11)

*Please note that this position is a competitive civil service title and will require a civil service examination in the future. After the exam, selection for permanent appointment(s) will be made from reachable candidate(s) on the eligible list according to the NYS Civil Service Rule of Three.

DESCRIPTION OF JOB:  

The work involves responsibility for analyzing and interpreting complex accounting data recorded in the Comptroller’s office or a large County department. The incumbent develops various reports, charts, graphs and other visual displays to evaluate the integrity of accounting records and procedures. Work is performed under the direct supervision of higher ranking administrative and supervisory personnel. Supervision is exercised over a small number of subordinate employees engaged in accounting analysis projects. Does related work as required.

 

DESCRIPTION OF DUTIES: 

Collects, analyzes, interprets, summarizes and presents complex accounting data; Prepares narratives, schedules, charts and graphs rendered in form usable for evaluating the integrity of the accounting records; Directs other staff in the completion of accounting analysis projects which require a team effort; Prepares accounting documentation for comparison of accounting alternatives using a variety of modern analytical techniques; Reviews general and subsidiary ledgers to insure that deviations are appropriately dealt with; Prepares financial statements in accordance with generally accepted reporting standards; Meets, participates and provides on a regular basis, information on status of accounting analysis projects, problem areas and recommendations to the Comptroller or department head and other staff;

Thorough knowledge of generally accepted accounting principles, practices and financial reporting techniques; Thorough knowledge of modern analytical techniques; Thorough knowledge of office terminology, procedures and equipment; Good knowledge of Federal, State and local laws governing the accounting operations of the agency to which assigned; Ability to perform complex analysis of accounting records; Ability to prepare detailed reports; Ability to supervise a group of assistants in analyzing and reporting accounting data; Ability to read, analyze and interpret computer generated accounting information; Ability to communicate effectively, both orally and in writing; Tact; Sound professional judgment; Dependability; Physically capable of performing the essential functions of the position with or without reasonable accommodation.

 

MINIMUM QUALIFICATIONS

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Business Administration or related field including or supplemented by twenty-four (24) semester credit hours in accounting and four (4) years experience in the field of accounting, at least one (1) year of which must have been in a supervisory or administrative capacity.

 

NOTE: Graduation from a regionally accredited or New York State registered four (4) year college or university with a Master’s degree in Business Administration may be substituted for one (1) year of the required accounting experience, but may not be substituted for the required supervisory or administrative experience. Examples of acceptable accounting experience are full-charge bookkeeper*, junior accountant and similar positions. *Bookkeeper responsible for a full set of financial records including General Ledger and all subsidiaries. Examples of unacceptable experience are: account-clerical experience and experience limited to posting, maintaining, examining or preparing one or more of the following: voucher register, sales register, cashbook, insurance register, accounts receivable ledger, accounts payable ledger, and any other special journal or subsidiary ledger, or experience preparing income tax returns. Supervision – responsible direction and control of subordinate employees. This involves the assignment of work, approval of work, training, evaluation and discipline of employees. The supervisory aspects must be an integral part of the job; not incidental or occasional. Administration – responsible direction and control of an organization or organizational unit. In addition to the supervision of work groups, the administrator is involved in planning, resource allocation, program evaluation and policy formulation. Accounting – recording, classifying, verifying, reporting and analysis of financial data. NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
