ACCOUNTING ANALYST
Note: This position is a competitive civil service title and will require a civil service examination in the future. After the exam, selection for permanent appointment(s) will be made from reachable candidate(s) on the eligible list according to the NYS Civil Service Rule of Three.
Distinguishing Features of the Class
The work involves responsibility for analyzing and interpreting complex accounting data recorded in the Comptroller’s office or a large County department. The incumbent develops various reports, charts, graphs and other visual displays to evaluate the integrity of accounting records and procedures. Work is performed under the direct supervision of higher-ranking administrative and supervisory personnel. Supervision is exercised over a small number of subordinate employees engaged in accounting analysis projects. Does related work as required.
Typical Work Activities
- Collects, analyzes, interprets, summarizes, and presents complex accounting data;
- Prepares narratives, schedules, charts, and graphs rendered in a form usable for evaluating the integrity of the accounting records;
- Directs other staff in the completion of accounting analysis projects which require a team effort;
- Prepares accounting documentation for comparison of accounting alternatives using a variety of modern analytical techniques;
- Reviews general and subsidiary ledgers to ensure that deviations are appropriately dealt with;
- Prepares financial statements in accordance with generally accepted reporting standards;
- Meets, participates, and provides regular updates on the status of accounting analysis projects, problem areas, and recommendations to the Comptroller or department head and other staff;
- Develops and monitors the department’s annual operating budget and prepares year-end projections, including detailed overtime analysis;
- Manages financial aspects of state and federal grants, such as “Raise the Age,” by preparing required schedules, backups, and reconciliations;
- Oversees and reconciles petty cash accounts, ensuring accurate tracking and compliance with departmental policies;
- Processes and approves purchase requisitions, contract encumbrances, invoices, and travel vouchers in coordination with the Comptroller’s Office;
- Prepares and submits quarterly interdepartmental billings for services provided to other departments, such as Youth, Mental Health, and DSS;
- Coordinates year-end financial closings, including revenue and expense reconciliations for compliance with County and state requirements.
Minimum Qualifications
Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Business Administration or a related field, including or supplemented by twenty-four (24) semester credit hours in accounting and three (3) years of experience in the field of accounting, at least one (1) year of which must have been in a supervisory or administrative capacity.
Compensation and Benefits
- Starting Salary:
- $64,291 (2025 Payscale) for external candidates.
- A higher starting salary may be considered for an extraordinary candidate based on qualifications and experience.
- Health and Dental Insurance:
- Comprehensive health insurance is provided through the Labor Management Health Fund, with 85% of premiums covered by the County.
- Transition to Univera Insurance planned for 2025.
- Leave Benefits:
- Vacation: 10 days of paid vacation in the first year.
- Paid Holidays: 12 paid holidays, including New Year’s Day, Martin Luther King, Jr. Day, President’s Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Election Day, Veterans Day, Thanksgiving Day, and Christmas.
- Sick Leave: Accrual of 15 sick days annually.
- Personal Leave: 4 days provided after one year of continuous service.
- Retirement:
- Membership in the New York State and Local Retirement System (NYSLRS), offering defined benefits based on service years and final average salary.
- Work Schedule:
- 8-hour workday, including a paid 1-hour lunch.
- Position is eligible for overtime in compliance with the Fair Labor Standards Act (FLSA).
- Additional Benefits:
- Deferred Compensation Plan: Voluntary participation in a 457(b) plan for pre-tax retirement savings.
