The work involves overseeing units and divisions of Social Services providing administrative, technical and program support services to department staff including but not limited to: Operational support, accounting, record keeping, policy and procedure development, purchasing, and the management of office space, equipment acquisition and maintenance. The incumbent participates in policy decisions with the Commissioner of senior staff and organizes and oversees administrative initiatives related to improving agency-wide operations. Work is performed under the general direction of the Commissioner. Supervision is exercised over lower level administrative professional clerical staff. Does related work as required.

 

TYPICAL WORK ACTIVITIES:

  • Directs the planning, organization and implementation of systems development work on behalf of the Department of Social Services;
  • Assists in administrative operations including communications, staffing and space requirements for the department;
  • Participates in policy decisions with the Commissioner and other appropriate senior staff including but not limited to existing systems and/or the development of new systems;
  • Coordinates the design and development of work systems including information, records and reporting systems, and administrative monitoring methods for all new programs, or for modification and improvement of existing programs;
  • Organizes and oversees major administrative initiatives related to improving agency-wide operations and performance;
  • Functions as the lead liaison with appropriate State agencies relating to Automated State Systems utilized in the Department of Social Services;
  • Directs the integration of State systems with local systems, and coordinates the use of these systems in all Program Divisions within the Department;

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:



Thorough knowledge of the principles and practices of administration as applied to social services systems; Good knowledge of laws, rules and regulations governing social service operations; Ability to plan and supervise the work of others; Ability to detect, analyze and resolve problems in system operation; Ability to prepare written summaries and technical reports.

 

MINIMUM QUALIFICATIONS:

A) Graduation from a regionally accredited New York State registered four-year college or university with a Bachelor’s degree and six (6) years of satisfactory experience in a responsible administrative and supervisory position, of which three (3) were in a Social Service or Health agency; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Master’s degree and four (4) years of satisfactory experience in a responsible administrative and supervisory position, two (2) of which were in a Social Service or Health agency; or:

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
