The work involves assisting in the communicable and noncommunicable disease control program of the County. This is a professional position requiring knowledge of investigative procedures relative to communicable and chronic disease patients or suspects. Under general supervision of epidemiologist or an administrative employee of higher rank, assists in the planning, coordination and administration of a County public health program of epidemiology and communicable disease control. Supervision is exercised over a small number of subordinate employees. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Assists in the planning, coordination and supervision of all activities of the Communicable Disease Control Section of the County Health Department;
- Assists in policy formulation and in planning research programs;
- Keeps current on new developments in the field and uses such information to devise more effective controls;
- Supervises investigators to ensure more accurate reporting to disease cases;
- Where necessary, personally maintains continuing surveillance and conducts investigations and takes necessary action to restrict spread of epidemics;
- Consults with physicians, para-medical, and concerned community groups on the diagnoses, treatment and control of communicable diseases;
- Educates professional governmental, and community groups in up-to-date methods of communicable disease control;
- Assists on a continuing basis, reviews laboratory reports and procedures related to communicable diseases;
- Assists in conducting studies and making evaluations of factors relating to both communicable and noncommunicable disease;
- Attends and participates in professional, governmental, and community group meetings in order to promote epidemiology and communicable disease control.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of techniques, practices and procedures of administering a County-wide epidemiology and communicable disease control section; good knowledge of the types of diagnoses and treatment, prevention and control of communicable diseases; ability to plan, assign, coordinate and supervise in the investigation, reporting, control and prevention of communicable diseases; ability to supervise and participate in preparation of educational and promotional material; ability to address various groups on the purposes and objectives of the epidemiology program; ability to consult and communicate with physicians on the diagnosis and treatment of communicable diseases; good public relations skill; ability to supervise and instruct others; sound judgment; conscientious; thorough; ethical; physically capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM OUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Epidemiology, Public Health or a health related field with a minimum of six credits in Epidemiology and six additional credits in epidemiology or biostatistics; supplemented by one (1) year of public health experience in the field or communicable or non-communicable disease control; or
B. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in a health related field with a minimum of six credits in epidemiology and six additional credits in epidemiology or biostatistics; supplemented by two (2) years of experience in a health related field. Experience in communicable disease control that includes conducting data collections, analysis and reporting in support of surveillance and epidemiologic investigations is preferable.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirement
