TITLE OF POSITION:     Billing Account Clerk (Probation) (PROVISIONAL)

ANNUAL SALARY:                $46,627- $62,741 (CSEA Job Group  6)
WORK SCHEDULE:      MONDAY-FRIDAY; 8:30AM-4:30PM

DISTINGUISHING FEATURES OF THE CLASS:

The work involves performing account clerical and collection activities in support of the

County’s revenue recovery program. The incumbent performs a variety of clerical tasks associated with

collection activities on delinquent accounts. Work is performed under the direct supervision of higher

level collection staff with limited leeway for exercising independent judgment. Supervision of others is not a function of this class. Does related work as required.

MINIMUM QUALIFICATIONS:

A) Possession of an associate’s degree in Accounting, Business, legal studies or related field and one (1) year of experience in billing and collection work; or 

B) Graduation from high school or possession of a high school equivalency diploma and three (3) years of experience in the billing and collection work; or

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirements.

SAMPLE WORK ACTIVITIES:

  • Performs routine duties in connection with account credit and collection activities;
  • Monitors computer and manual reports to determine and follow up delinquent accounts;
  • Acts as a liaison between County and outside agencies;
  • Maintains statistical data and prepares reports;
  • Makes continuous reviews of all accounts; screens past due bills and directs the preparation and mailing of delinquent notices and collection letters; personally initiates actions to enforce payment of delinquent bills;
  • Meets and corresponds with clients in explaining collection rules, regulations and procedures and in answering complaints on services and billing matters, recommends settlement and/or further action required for all delinquent accounts;
  • Coordinates work with the County Attorney, District Attorney, and Federal and State representatives; reviews changes in laws and regulations affecting collections; reviews uncollectible accounts to determine the proper course of action.
