Typical Work Activities:
Oversees investigations of technical crimes, including computer crimes, internet crimes, telecommunications fraud, such as Illegal Transmissions and Transactions Over The Internet; Prepares and executes search warrants in a technical environment dealing with electronic or computerized evidence; Oversees the administration of the Erie County Sheriff's Office Computer System, including system maintenance, security and performance; Oversees contracted computer hardware and software support; Keeps current on state-of-the-art technology in information and communications systems; Oversees the administration of PC Support, Computer Training and Technical Support for Erie County Sheriff's Office Personnel; Oversees the securing, preservation, processing and documentation of technical evidence, including seizing and processing computer systems by accepted forensic methods for searching seized computers in accordance with the Rules of Evidence and laws of Search and Seizure; Secures evidence by utilizing data recovery technology on evidence that has been hidden, concealed, encrypted, protected with passwords or other destruction devices that could destroy either the evidence, the physical computer or both; Provides assistance of a specialized or technical nature to other law enforcement agencies; Oversees training of law enforcement personnel in dealing with technical issues; Coordinates educational and prevention programs geared to promote awareness on high tech/computer crimes; Coordinates and oversees the preparation of administrative analyses of current programs, systems, evaluating products, equipment and methods; Implements new programs, systems, equipment configurations and procedures; Revises and updates the Erie County Sheriff's Office Policy and Procedure Manual; Supervises the compilation of statistics and the preparation of reports concerning: Crimes and Investigations, Arrests, Convictions and Dismissals, Federal Uniform Crime Reporting Program, Division of Criminal Justice Services Reporting Program.

Thorough knowledge of Federal, State and local Criminal Laws; thorough knowledge of the techniques and principles of crime prevention, crime detection, legal and criminal investigations and scientific crime-detection methods and apprehension of violators; thorough knowledge of current electronic data processing equipment, policies, procedures and terminology; thorough knowledge of state-of-the-art internet and telecommunications technology; thorough knowledge of the New York State Penal Law and the Code of Criminal Procedure; good knowledge of the collection, analysis, preservation and presentation of evidence for the courts; ability to effectively supervise law enforcement officers, detectives and clerical personnel; ability to maintain thorough and accurate records and to prepare a concise written and oral reports; ability to get along well with others; emotional stability; ability to deal courteously but firmly with the public; good powers of observation; industry and dependability; high degree of initiative and resourcefulness; tact; physical condition commensurate with the demands of the position.
Minimum Qualifications:
Possession of a Bachelor's degree and two (2) years of experience in the development, coordination, supervision and operation of information and communications systems and equipment; or:
Completion of a minimum of 60 semester credit hours from a regionally accredited or New York State registered two (2) or four (4) year college or university with a major in Criminal Justice, Public Administration, Computer Science or related field and four (4) years of experience in the development, coordination, supervision and operation of information and communications systems and equipment; or:
An equivalent combination of training and experience as defined by the limits of (A), and (B)
SPECIAL REQUIREMENT: Candidates must possess a valid certificate attesting to satisfactory completion of an approved New York State municipal police basic training program (pursuant to Section 209-q of the New York State General Municipal Law) and have served as a police officer for a minimum of four (4) years.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
