POSITION OVERVIEW

Erie County is seeking an experienced and visionary leader to serve as Commissioner of Mental Health, overseeing the County’s behavioral health services. This high-profile position involves planning, directing, and coordinating mental health, alcohol, and substance abuse services. Working under the general direction of the County Executive and in conjunction with the Community Services Board, the Commissioner ensures the delivery of high-quality, comprehensive programs that meet the needs of Erie County residents.

The Commissioner will:

  • Provide professional and technical guidance to public and private institutions, agencies, and clinics offering behavioral health services.
  • Oversee professional, administrative, technical, and clerical staff.
  • Coordinate activities with community organizations and advocacy groups to optimize services.
  • Direct the preparation of financial records, budgets, and reports.
  • Encourage and expand prevention, rehabilitation, and treatment programs in behavioral health.
  • Act as a liaison to local, state, and federal lawmakers, including the Erie County Legislature.

This position is FLSA Exempt and serves at the discretion of the County Executive. The candidate selected must be confirmed by the County Legislature.  

ABOUT THE DEPARTMENT

The Erie County Department of Mental Health is responsible for planning, administering, and coordinating a countywide, integrated system of comprehensive, community-based behavioral health services. Services address the treatment and recovery needs of at-risk individuals through programs delivered by community-based agencies, other County departments, or directly by the Department’s Forensic Mental Health Division. Additionally, the Department serves as the direct service provider for individuals at the Erie County Holding Center and the Erie County Correctional Facility.

The Department is organized into two primary divisions:

Division of Program Administration

This division develops and implements policies for mental health service delivery, monitors compliance with applicable guidelines, and evaluates program outcomes. It ensures access to a continuum of care for approximately 33,400 individuals monthly through a decentralized network of 28 community-based agencies. Key areas include:

  • Mental Health Services: Includes clinic treatment, residential services, case management, and community rehabilitation programs.
  • Alcohol and Substance Abuse Services: Covers inpatient detoxification, outpatient treatment, day rehabilitation, and methadone maintenance programs, reaching over 14,000 individuals annually.
Division of Forensic Mental Health Services

This division provides direct mental health services to the criminal justice system and justice-involved individuals. Key responsibilities include:

  • Psychiatric evaluations and treatment for individuals in custody or under court jurisdiction.
  • Advocacy and linkage to community mental health services for justice-involved individuals.
  • Coordination of the Adult Single Point of Access (SPOA) for care management and housing services.
  • The Children’s System of Care, providing screenings, assessments, and intensive community-based services for youth.

KEY RESPONSIBILITIES

  • Plan and implement short- and long-term strategies for mental health, developmental disability, and chemical dependency services.
  • Supervise court-affiliated clinics providing psychiatric care.
  • Prepare and submit annual budgets and reports for the department.
  • Collaborate with state and regional directors, community stakeholders, and lawmakers to develop policies and programs.
  • Maintain compliance with federal, state, and local laws governing behavioral health services.

QUALIFICATIONS

To be eligible, candidates must meet the following educational and experience requirements:

Educational Qualifications (one of the following):
  • Possession of a current, valid New York State medical license and board certification/eligibility in psychiatry, neurology, or pediatrics.
  • Certification as a psychologist with a Doctorate in Psychology from an accredited institution.
  • Certification as a Social Worker with a Master’s Degree in Social Work from an accredited institution.
  • Master’s Degree in psychiatric mental health nursing and licensure as a Registered Nurse in New York State.
  • Master’s Degree in Mental Health Counseling with licensure as a Mental Health Counselor in New York State.
  • Master’s Degree in rehabilitation counseling, psychology, social work, public health administration, hospital administration, human services administration, business administration, or a related field.
Experience Requirements:
  • At least five (5) years of progressively responsible clinical and/or administrative experience in programs serving individuals with mental illness, developmental disabilities, alcoholism, or substance abuse.
  • At least two (2) years must include experience in an administrative capacity managing an identifiable organizational unit or program.

COMPENSATION AND BENEFITS

  • Starting Salary: $176,634
  • Health and Dental Insurance: Comprehensive coverage provided through the Labor Management Health Fund.
  • Paid Time Off: Includes 12 paid holidays, 35 days of paid time off annually, and 15 sick days of sick leave.
  • Retirement Plan: Membership in the New York State and Local Retirement System (NYSLRS).

RESIDENCE REQUIREMENT

Candidates must be residents of Erie County at the time of appointment.
