The Buffalo & Erie County Public Library (B&ECPL) is seeking a highly motivated, mission-focused and
experienced professional to assume the pivotal role of the Library’s Chief Operating Officer. This position is
responsible for all high level administration of internal operations and may include, but is not limited to: facilities,
security, human resources, and information technology.
MINIMUM QUALIFICATIONS:
A) Master's degree and five (5) years of library administrative experience or five (5) years of administrative experience in government or non-profit organizations, or:
B) Bachelor's degree and six (6) years of library administrative experience or six (6) years of administrative experience in government or non-profit organizations, or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
SAMPLE RESPONSIBILITIES/EXPECTATIONS (illustrative only):
- Adaptive management (the ability to think strategically, anticipate future trends and identify potential benefits
and consequences); - Establishing and meeting goals;
- Lead and build the capabilities of a driven, bright, and diverse workforce;
- Decision making through analysis, knowledge, experience and judgment;
- Deliver service within constraints of a budget;
- Build organization and staff capacity;
- Lead effectively through sound decision-making and consensus building;
- Take charge of situations, even if limited available information;
- Develop new or improved service models that effectively align staffing with the library’s service priorities;
- Mentor and coach staff to prepare them to assume leadership positions;
- Maintain relationships within the departments overseen, with staff at all levels, members of the Board of Directors, elected officials, vendors, and community partners;
- Suggests policy revision and new policies as necessary;
- Maintain working knowledge of best practices in public library administration;
- Ambassador of B&ECPL by promoting its mission and vision;
- Supervision of department heads or Assistant Deputy Directors;
- Serve in Director’s absence.
SPECIFIC REQUIREMENTS:
Thorough knowledge of the principles and practices of public administration; excellent ability to plan, direct and
coordinate the work of others; good analytical and problem solving skills; highly developed communication skills
(oral, written, interpersonal and public speaking); leadership proficiency; initiative; tact; good judgment; physical
condition commensurate with the demands of the position.
