Electrical Engineer – Public Works – Position # 51017993 *Provisional

Starting Annual Salary: $ 69,622 (CSEA Job Grade 13)

The Erie County Department of Public Works Buildings and Grounds Division is seeking an individual for work that involves the oversight, review and performance of electrical engineering duties in the design, planning installation, operation, maintenance and repair of all Erie County Department of Public Works electric, electronic equipment and process systems. Job duties will include performing electrical designs to support the needs of County Buildings in compliance with the applicable version of the New York State Uniform Fire Prevention and Building Code (NYSUFPBC). Duties also include oversight and coordination with outside architects and/or engineers as necessary to oversee design and construction on a given County capital project. This is a responsible professional position requiring the application of electrical engineering knowledge and judgement to execute a County capital improvement project. The work will also include making site visits to existing buildings to assess the current condition of existing electrical systems with associated equipment to determine recommendations of aging systems/ equipment in need of replacement as well as to on site during construction projects ensuring compliance with construction drawings. Work is performed under the general supervision of the Senior Construction Project Manager. Job title will perform related work as required.
- Reviews plans prepared by outside architectural and engineering firms, and discusses with or prepares reports for Commissioner of Public Works or designee;
- Consults with engineers, architects, contractors, and other officials involving changes and modifications of plans and specifications with a focus on electrical;
- Resolves problems arising during construction for contract compliance as well as unforeseen condition resolution in the field;
- Reviews and approves estimates for payment and approval of work and standard for acceptance in conformance with New York and County requirements;
- Interprets wiring diagrams, electrical and electronic circuitry to analyze both existing and proposed electrical systems;
- Prepares designs and contract documents for County building construction projects including instrumentation and electrical equipment, and may prepare specifications for acquisition of necessary materials for a given construction project;
- Performs project management duties to ensure construction projects are progressing in conformance with contract documents and code requirements;
- Inspects on-site building construction to assure adherence to plans, schedules, specifications, contracts, and standards of good workmanship;
- Assist the Health and Safety Coordinator to plan, implement and maintain records of routine testing as required by NYSUFPBC of all electrical systems and equipment as needed in County Buildings;
- Responds to emergency situations as needed.
MINIMUM QUALIFICATIONS:
Graduation from a standard senior high school and in addition either:
A) Possession of a Bachelor's degree in electrical engineering, architecture, or closely related field, supplemented by three (3) years of work experience* in construction design or planning and supervision or management of building construction projects and construction inspection; or:
B) Possession of an Associate’s degree in electrical engineering, architecture, or closely related field, supplemented by five (5) years of work experience* in construction design or planning and supervision or management of building construction projects and construction inspection; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B)
NOTE 1: *Qualifying work experience must be non-residential with a focus on electrical design/systems.
NOTE 2: Possession of a New York State Professional Engineer License may be substituted for the required experience so long as the undergraduate degree is in electrical engineering.
NOTE3: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements
SPECIAL REQUIREMENT:
Possession of a valid New York State driver's license; and Certification as a Code Enforcement Official through the New York Department of State (NYDOS) within one year of appointment and maintenance throughout appointment.
