Emergency Management Program Specialist

JOB TITLE:  Emergency Management Program Specialist (Provisional*)

RATE OF PAY: $62,419 to $79,192 Annually (Job Grade 11)

*Please note that this position is a competitive civil service title and will require a civil service examination in the future. After the exam, selection for permanent appointment(s) will be made from reachable candidate(s) on the eligible list according to the NYS Civil Service Rule of Three.

DESCRIPTION OF JOB:  This is a professional management position responsible for developing and writing local emergency response plans for all types of hazards that may occur in the community (earthquakes, fires, train accidents, nuclear attack, natural or man-made disasters, etc.), implementing emergency response plans, grant administration, and producing illustrative, computerized documentation for the Department of Homeland Security & Emergency Services. The employee will to respond, at any time, to emergencies in the field or to the Emergency Operations Center. The employee reports directly to, and works under the general supervision of higher-ranking administrator with wide leeway for decision making and independent judgement. Does related work as required.

DESCRIPTION OF DUTIES: Identifies and meets with planning committees to develop and/or update local emergency response plans; Writes detailed emergency response plans that outline steps to be taken by emergency personnel in all types of local hazards/emergencies; Maintains written plans and makes amendments to existing plans when necessary; Keeps an inventory of plan documents to satisfy federal and state reporting and submission requirements; Identifies training needs of emergency personnel; Integrates plans with emergency response protocol such as determining who to contact and when it is appropriate to contact trained emergency response personnel via 911; Implements written emergency response plans and tests their effectiveness utilizing exercises that simulate real emergencies; Integrates emergency response plans with mitigating activities by identifying life threatening hazards and outlining steps to reduce community vulnerability (ex. altering structures to make them flood proof); Develops and writes grant proposals; Provide assistance to the Commissioner or Deputy Commissioner with budget preparation and submission, equipment procurement, cataloguing, inventory management, and monthly salary and budget projections as needed; Maintains grant-related financial accounting records as required by federal, state, and local authorities; Develops and writes required legislative referrals, contracts, and accompanying support documentation as needed; Utilizes a computer to produce charts, graphs, databases, electronic mapping, etc., assist with planning activities, and provide graphic representation of written plan documents; Responds to the Emergency Operations Center when necessary; Assists the Commissioner and Deputy Commissioner with the overall management and control of the emergency services system; Assists in the coordination of the enrollment and training of emergency services volunteers including police auxiliaries, fire auxiliaries, snowmobile team members, hazardous materials response team members and disaster volunteers; Assists in the coordination of Federal and State emergency management assistance programs, and Federal disaster assistance; Identifies types of hazardous materials information required to meet program objectives and develops procedures to ensure accuracy, completeness and comprehensiveness of the information; Acts for the Deputy Commissioner in his/her absence performing all administrative functions relating to the emergency services system.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the methods of organizational planning; thorough knowledge of government structures and resources as related to emergency response during a natural or man-made disaster situation; thorough knowledge of the background and objectives of federal, state and emergency services programs; organizational ability; analytical ability; ability to analyze system needs and system effectiveness; ability to write detailed, explicit, emergency response plans that can be carried out by emergency personnel; ability to deal effectively and cooperatively with state and local government officials; ability to conduct research and maintain an up-to-date knowledge of current trends regarding emergency response plans; ability to develop and write grant applications; ability to maintain financial records; ability to utilize a computer in the performance of duties and provide graphic representations; ability to communicate verbally and in writing; ability to establish and maintain effective professional relationships in a diverse constituency; good judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS

A) Possession of a Bachelor's degree* and two (2) years of experience in an executive or administrative capacity in emergency services, safety and disaster preparedness, planning and operations; or: 

B) Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience in an executive or administrative capacity in emergency services, safety and disaster preparedness, planning and operations; or: 

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENT

 1) US Citizenship; and 

2) Possession of a Valid New York State driver's license; and 

3) Must possess NIMS – ICS 100, ICS200, ICS-300, ICS-400.

NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
