Emergency Services Planner

JOB TITLE:  Emergency Services Planner (Provisional*)

RATE OF PAY: $57,304 to $72,756 Annually (Job Grade 10)

*Please note that this position is a competitive civil service title and will require a civil service examination in the future. After the exam, selection for permanent appointment(s) will be made from reachable candidate(s) on the eligible list according to the NYS Civil Service Rule of Three.

DESCRIPTION OF JOB:  This is an important position responsible for providing assistance in the planning and development of various programs of the Office of Disaster Preparedness including the Shelter and Evacuation Programs, Emergency Resources Management Programs, Emergency Communication Services and events developing as a result of natural, conventional or man-made disasters. Work is performed under the supervision of higher level professional and technical staff. Does related work as required. Supervision of volunteers may be required. Does related work as required.

DESCRIPTION OF DUTIES: (All need not be performed in a given position. Other related activities may be performed although not listed): Assists in the development and maintenance of a county-wide emergency resources management program which involves management plans for emergency response, food, manpower, water, fuels, transportation and electric power; Assists in the emergency management planning of a county-wide Shelters and Evacuation Programs, Assists in the restructuring and overall monitoring of the Civil Defense - Auxiliary Police Group; Creates, reviews and updates emergency plans as necessary for the department’s activities in preparedness response, recovery and mitigation; Assists staff officers in preparing for drills and exercises; Gathers data relative to emergency services including information on preparedness, response and recovery activities; Assists in the preparation of narrative, graphic and tabular material for program management; Conducts routine surveys and studies of areas within Erie County that may have potential dangerous conditions; Contacts personnel of other government and non-government agencies to collect information and statistics; Maintains files of charts, maps and drawings; Assists in the analysis and application of information and research; Prepares drawings, illustrations, maps, and other support exhibits; Conducts damage assessment for State assistance needs.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles and procedures of emergency services planning including civil defense and disaster relief, and the generation and allocation of scarce resources; working knowledge of the techniques involved in gathering and compiling data including computer analysis data; ability to prepare clear and concise narrative reports; ability to utilize the instruments involved in drafting, drawing and graphic illustration; ability to prepare tables, charts, graphs, and maps; ability to gather and organize data; ability to understand and follow written and oral instructions; willingness to learn; good judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS

A) Possession of a Bachelor’s degree* in Emergency Management, Public Safety, Criminal Justice or a closely related field, plus two (2) years of paid full-time or its part-time equivalent experience in program planning activities involving compiling, organizing and presenting data and/or public safety work;

B) Possession of an Associate's degree*, plus four (4) years of experience as described in (A) above; OR,

C) Six (6) years of experience as described in (A) and (B) above; OR,

D) Any equivalent combination of training and experience as defined by the limits of (A) and (B), and (C) above.

NOTE 1: *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
