Health and Safety Coordinator – DPW Position # 51004550  ** Provisional

Rath Building Mon-Fri Days

Starting Annual Salary: $ 50,839 (Job Grade 8 - CSEA)

The Erie County Department of Public Works Buildings & Grounds Division is seeking an individual to conduct a health, safety and accident prevention program in the Department of Public Works. The incumbent develops procedures to comply with Federal, State and local regulations to protect the health and safety of employees and the general public when in a County facility, including accident prevention, hazardous material handling and fire safety. Work is performed under the direct supervision of the Deputy Commissioner of Buildings and Grounds. Supervision may be exercised over a small number of clerical employees. Does related work as required.

  • Develops, administers and conducts a safety education training program for Public Works employees, including accident prevention, hazardous materials handling, fire safety, pest control (animal, insect and plant, including Giant Hogweed), and public safety, security and terrorism reaction training;
  • Conducts inspections of department facilities for unsafe conditions, fire hazards, and other concerns to determine compliance with OSHA, PESH, EPA, DEC, Department of Labor and other health and safety standards;
  • Recommends and implements procedures to ensure compliance with occupational health and safety rules mandated by Federal, State and local laws and regulations; follows up on any reported violations;
  • Reviews and makes recommendations to improve the departmental health, safety and accident prevention programs;
  • Develops plans to handle storage, transport, usage, clean-up and disposal of hazardous materials and wastes;
  • Provides instruction in a driver safety training program for department employees;
  • Maintains accident scene records and reports;
  • Coordinates the departmental drug and alcohol program as required by Federal and State regulations;
  • Prepares and maintains a variety of narrative and numeric reports and records;
  • Works cooperatively with other agencies and departments involved with health and safety;
  • Attend meetings and conferences as required.

MINIMUM QUALIFICATIONS: 

A) Possession of a bachelor’s degree and one (1) year of experience in conducting an employee health and safety program or in conducting workplace safety compliance inspections; or 

B) Possession of an associate’s degree and three (3) years of experience in conducting an employee health and safety program or in conducting workplace safety compliance inspections; or 

C) An equivalent combination of training and experience as defined by the limits of (A) and (B)

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirements.
