NOTICE OF VACANCY

DEPARTMENT:  Homeland Security & Emergency Services

TITLE OF POSITION: Homeland Security Instructor (Part-Time) (2 positions)

LOCATION: 45 Elm St, Buffalo

SALARY:  Starting: $29.13 hourly

Non-competitive*, no test required

*Permanent status pending civil service classification to be determined

The work involves instructing the numerous evolutions of Emergency Management and Homeland Security in accordance with the New York State Division of Homeland Security & Emergency Services and the Federal Emergency Management Agency. The incumbent teaches First Responders within the County, along with other State, County and municipal agencies. 

TYPICAL WORK ACTIVITIES:

Assists in developing instructional material and lesson plans, and instructs in technical subjects;

Conducts the course in compliance with NYS and FEMA published curriculum, policies and procedures;

Maintains a class record and attendance book;

Keeps informed in the most up to date emergency management practices, procedures and in training methods;

Assists students as faculty advisor in problems related to course;

Provides tutorial help as required by students;

Counsel students; provide feedback to students on their performance throughout the course;

Submits required course paperwork to Erie County Homeland Security in a timely manner;

MINIMUM QUALIFICATIONS: Candidates must meet the following qualifications; either:

A) Possession of a Bachelor’s degree and three (3) years of experience in a position involving the coordination of public safety, law enforcement, fire and/or emergency services work, with at least one year in an administrative capacity; or:

B) Completion of two (2) years of study at a college or university and five (5) years of experience in a position involving the coordination of public safety, law enforcement, fire and/or emergency services work, with at least one (1) year in an administrative capacity; or

C) Seven (7) years of experience in a position involving the coordination or implementation of public safety initiative across police, fire and emergency services disciplines at least one (1) year of which was in an administrative capacity; or;

D) An equivalent combination of training and experience as defined by the limits of (A) and (C).

SPECIAL REQUIREMENTS:

1) US Citizenship; and

2) Possession of a Valid New York State driver's license; and

3) Must possess NIMS – ICS-100, ICS-200, ICS-300, ICS-400; and

4) Must have current certification as a Police Instructor, Fire Instructor or EMS Instructor.
