The work involves receiving on the job training and instruction related to the performance of technical personnel tasks in connection with the administration of a classification and salary plan. This is a beginning professional level position entailing the performance of public personnel administration work in the County Personnel Department. Work is performed under the direct supervision of a higher-level professional employee. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Reviews qualifications of applicants and employees against class specifications for admittance into examinations or temporary and provisional appointments;
- Writes or revises class specifications to reflect key elements of positions, level of work and differentiation from other classes;
- Conducts job audits and interviews employees and supervisors on salary and classification appeals, surveys, class specifications and grievances;
- Evaluates the grading of positions by a point method system of job evaluation and verification techniques;
- Conducts salary and fringe benefit surveys; prepares reports and correspondence on studies;
- Keeps abreast on latest developments in field through meetings and readings;
- Assists in collective bargaining meetings with employee groups by providing background material relative to results of salary, fringe benefit and personnel practice surveys.
MINIMUM QUALIFICATIONS: Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's degree.
PREFERRED QUALIFICATIONS: Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's degree in business, public administration, employee relations, or a related field and three (3) years of professional experience in public personnel administration, human resources management, or a related field.
Entry-Level Salary: $71,710
