This position is classified within the competitive class of the New York State Civil Service system and, as such, is subject to the examination and appointment requirements prescribed by Civil Service Law. Permanent appointment will be contingent upon success in a future civil service examination and subsequent placement on the resulting eligible list. Being reachable on the eligible list does not guarantee permanent appointment. Appointments will be made in accordance with the New York State Civil Service Law, including “Rule-of-Three”.
Shift: Monday through Friday 8:00AM – 4:00PM

Distinguishing Features of the Class
The work involves managing projects related to public health programs and services. This is a professional-level position responsible for coordinating program evaluation, data analysis, and employee credentialing functions across Health Department divisions. The incumbent supports strategic planning and compliance through the collection, interpretation, and presentation of health-related data; manages or contributes to evaluation initiatives; and oversees processes related to employee credentialing. Work is performed under the supervision of higher-level management and under the direction of the Commissioner and Deputy Commissioner. Supervision may be exercised over subordinate staff. Does related work as required.
Typical Work Activities
- Applies standard project management methods to support public health programs, including data collection, reporting, and documentation for internal and external stakeholders;
- Conducts ongoing performance measurement and outcome analysis to evaluate the effectiveness of public health programs and initiatives;
- Coordinates employee credentialing processes for Erie County Health Department employees with participating health plans and related entities;
- Supports program evaluation efforts by collecting, aggregating, and analyzing data from multiple Health Department divisions;
Minimum Qualifications
A.) Possession of a Master’s degree* in public health, a social science (e.g., psychology, sociology, political science), or health, public, or business administration, or a closely related field, and four (4) years of full-time experience in a public health, healthcare, or human services setting, at least three (3) years of which must have involved program evaluation, data analysis, or employee credentialing; OR
B.) Possession of a bachelor’s degree* in one of the fields listed above, and five (5) years of full-time experience in a public health, healthcare, or human services setting, at least three (3) years of which must have involved program evaluation, data analysis, or employee credentialing; OR
C.) Possession of an associate’s degree and seven (7) years of full-time experience in a public health, healthcare, or human services setting, at least three (3) years of which must have involved program evaluation, data analysis, or employee credentialing; OR
D.) An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).
