Shift:                                      Full time – Will be required to take a civil service exam once announced 

                                                Monday- Friday 8:30am- 4:30pm

Starting Annual Salary:  $66,277 / $31.864 per hour 

Who we are looking for:

Erie County is looking for a resourceful, dependable, and hard-working individual for the position of Project Administrator within the department of Senior Services.  If you like routine paperwork with an assortment of diverse situations, then this job is for you!  We are continually expanding and adapting our services and striving to improve how we deliver them to the older adults in our community.  

A Senior Services Project Administrator manages projects relating to aging services. This is a professional level position responsible for developing and monitoring subcontractor agreements. The incumbent works with staff of other units of the department to develop planning, coordination, and administrative activities. This specific position will oversee the Transportation unit and projects concerning transportation services. Work is performed under higher level management and under the direction of the Commissioner and Deputy Commissioner. Supervision is exercised over subordinate staff. Does related work as required.

What qualities are we looking for?

  • Thorough knowledge of the principles, practices, and terminology of human services programs for the elderly
  • Good knowledge of Federal, State, and local regulations as applicable to the development and operation of human services programs for the aging
  • Good knowledge of community organizations, management, organization development and interpersonal relationships 
  • Good knowledge of grant program management and contract administration
  • Good knowledge of the developments in the fields which are of major concern to the aging
  • Ability to present ideas effectively both orally and in writing
  • Ability to prepare detailed projects and reports

What are the typical work activities?

  • Applies standard project management methodology, processes, and tools to manage projects relating to aging services, including the development, processing execution and monitoring of subcontractor agreements; 
  • Coordinates the contract application process of the Department of Senior Services to provide supportive services to the elderly through various community-based agencies and organizations; 
  • Develops planning, coordination, and administrative activities to assist direct services staff and subcontracted agencies to meet Federal and State requirements;
  • Contributes to the development of project and knowledge management systems and processes to make project information and learning available to all staff;
  • Identifies and applies best practice models in the delivery of aging and long-term care services;
  • Plans, leads, and facilitates cross-functional project team meetings;
  • Assesses service delivery efforts of subcontractors and determines adequacy of performance and the need to enhance technical assistance; 
  • Writes and disseminates reports for regular or ad hoc projects managed; 
  • Assists with the collection of standardized data for each project; 
  • Assists in writing and editing materials, such as PowerPoint presentations, newsletters, reports and project website content.

Minimum qualifications:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Business Administration, Public Administration, or one of the behavioral or social sciences and four (4) years of experience in positions related to project management or administration in the Human Services area, at least three (3) years of which must have involved program development or the processing and monitoring of contracts; or

B) Graduation from regionally accredited or New York State college or university with a Bachelor’s degree in Business Administration, Public Administration or one of the behavioral or social sciences and five (5) years experience in positions related to project management or administration in the Human Services area at least four (4) years of which must have involved program development or the processing and administration of contracts; or 

C) An equivalent combination of training and experience as defined by the limits of (A) and (B).

SPECIAL REQUIREMENT 

Since the position requires substantial travel, candidates must demonstrate their ability to meet the transportation needs of the job in carrying out their responsibility in any location to which travel is required, including some locations not accessible by public transportation. 

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
