Starting Annual Salary: $ 81,513 (CSEA Job Grade 14)

The Erie County Department of Public Works Highways Division is seeking an individual for managing capital construction and large scale projects of varying scope within the Erie County Department of Public Works. The incumbent manages such projects for compliance with budget, time, scope, quality and safety considerations. Work is performed under the general supervision of the Deputy Commissioner of Building and Grounds and Senior Construction Project Manager-Buildings. Supervision is exercised over a number of lower level staff such as technical, maintenance and construction personnel. Does related work as required.

  • Manages a number of varying scope Public Works Department projects and assists in the management of large-scale construction projects;
  • Evaluates project objectives within the parameters of quality, safety, budget, time and scope; evaluates the work performance of applicable staff, vendors and contractors;
  • Assists in the development and maintenance of staffing assignments and project schedules;
  • Meets with various stakeholders on project status and related matters; works with project staff to identify and convey matters requiring higher-level intervention;
  • Prepares project reports and project meeting minutes; schedules and conducts project status meetings;
  • Works with vendors and contractors on payment application processing and matters related to work invoices for services;
  • Assists in the development of planning and scheduling of building/construction equipment/materials procurement related to future construction projects;
  • Assists in the planning and scheduling of office/building equipment and staff relocations due to project work; assists in the planning and scheduling of utility shutdown due to project work;
  • Identifies positive and negative performance aspects and uses such to assist in the development and incorporation of best practices and improvement initiatives;
  • Documents supporting information on design solutions provided by architects, engineers, etc.
  • Participates in the development of project procurement plans;
  • Assists in the development of processes, policies and standards;
  • Monitors project activities for the occurrence of risks and takes timely action to mitigate the risks;
  • Participates in meetings, committees, trainings, professional organizations, etc.

MINIMUM QUALIFICATIONS: 

Possession of a Bachelor’s degree* in Architecture, Construction Management, Engineering or closely related field and five (5) years of experience in large scale commercial/construction project management, one year of which must have been in a supervisory capacity.

NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

SPECIAL REQUIREMENTS: 

- Possession of a valid NY State driver's license; and

- Certification as a Code Enforcement Official through the New York Department of State (NYDOS) within one year of appointment and maintenance throughout.
