*Please note that this position is a competitive civil service title and will require a civil service examination in the future. This is a provisional appointment, made under the provisions of New York State Civil Service Law. Candidates must take and pass the examination and be reachable for permanent appointment(s) from the eligible list, in accordance with the Rule of Three. The work involves assisting in the planning, evaluation, coordination of special projects within the Department of Social Services, including but not limited to Live Well Erie initiatives. The work also includes overseeing the operation of assigned grant deliverables. The work includes engagement and collaboration with other County Departments and community partners. The work involves reviewing assigned program objectives and preparing annual budgets as well as following fiscal reporting procedures. Regularly reviews quality assurance of programs and projects assigned and implements corrective actions when needed. The work is performed under the general supervision of a higher-ranking administrative employee. Supervision is exercised over lower level professional, technical and clerical staff. Does related work as required.
Typical Work Activities
Oversees the administration of special project funding granted through Live Well Erie, State and Federal entities and other funding steams unique to the department and ensures adherence to goals, objectives and regulations;
Acts as departmental liaison with all grant-funded service providers in relation to assigned programs and projects;
Develops and evaluates a variety of statistical reports regarding quality assurance of assigned social service department programs; Evaluates assigned employees’ performance in relation to specific program objectives and overall department standards;
Oversees completion of all required reports and analyzes data to ensure community impact on established goals;
Offers technical assistance and staff in-service as requested;
Performs quality assurance analysis designed to identify gaps in service and prepares recommendations for funding modifications;
In collaboration with providers, conducts outreach and in-reach activities to connect community, professionals and other providers to services, programs and projects within the social services department;
Identifies populations that are not being reached (i.e., transgender, YMSM of color, etc.) and initiates corrective actions and/or necessary program modifications/expansions;
Participates in professional/community organizations to promote utilization of programs; Prepares detailed reports and organizes data and develops statistics relating to assigned projects;
Prepares fiscal reports and related budgets and projections;
Develops recommendations for improvements to related County programs and grants.
Minimum Qualifications
A.) Possession of a Master’s degree and four (4) years of experience in public sector program development or project coordination; or:
B.) Possession of a Bachelor’s degree and six (6) years of experience in public sector program development or project coordination.
