Distinguishing Features of the Class

The work involves planning and implementing a comprehensive system for public health medical emergencies. This position would be responsible for the coordination of POD’s (Point of Dispensary) as well as general training and preparation for Public Health Emergency Medical Services and the necessary deliverables unique to the implementation of appropriate response efforts as required by the Erie County Department of Health Emergency Medical Services division. The incumbent enters, compiles and maintains supply chain and related data utilizing spreadsheets and electronic data applications. The incumbent utilizes data reports to identify and resolve or assist in the resolution of issues disrupting supply chain operations. This position reports to a higher-level administrator within the Emergency Management Services Division. Supervision is exercised over lower level staff. Does related work as required.

Typical Work Activities

  • Plans, coordinates and implements instructions for Emergency Medical Services staff to assist with the planning and coordination of public health initiatives and emergency response efforts within the Western New York region;
  • Keeps current on new developments within the technological field to assist in the advancement of coordination of public health emergency preparedness and response;
  • Oversees, supervises and coordinates lower-level staff schedules, assignments and required resources;
  • Conducts planning meetings to assess issues and needs, and develop strategies to ensure best practices are adhered to;

Minimum Qualifications

A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in a health or human service field and three (3) years of experience in public health education, managed health care field or emergency management position and one (1) year of which must have included experience in receiving, distribution, warehousing, wholesale, logistics, supply chain, materials management processes, inventory processing or control, front-end retail coordination or other comparable service line, of which included experience in utilizing electronic data management applications**; or 

B.) Completion of 60 credit hours in a health or human service field and five (5) years of experience in public health education, managed health care field or emergency management position and one (1) year of which must have included experience in receiving, distribution, warehousing, wholesale, logistics, supply chain, materials management processes, inventory processing or control, front-end retail coordination or other comparable service line, of which included experience in utilizing electronic data management applications**; or 

C.) An equivalent combination of training and experience as defined by the limits of (A) and (B).

Special Requirements

Must complete the following National Incident Management Systems (NIMS) training courses within six (6) months of appointment:

 An Introduction to the Incident Command System (ICS 100) 

An Introduction to the National Incident Management System (IS0700)

 National Response Framework, An Introduction (IS0800) 

Must complete NIMS Basic Incident Command System for Initial Response (IS0200) course within one year of appointment; 

Must possess and maintain a valid New York State Driver’s License and have a car available for use.

Remote Work Eligibility

This position is not eligible for remote work under any circumstances. The duties of this role require full-time, on-site presence.
