This position is classified within the competitive class of the New York State Civil Service system and, as such, is subject to the examination and appointment requirements prescribed by Civil Service Law. Permanent appointment will be contingent upon success in a future civil service examination and subsequent placement on the resulting eligible list. Being reachable on the eligible list does not guarantee permanent appointment. Appointments will be made in accordance with the New York State Civil Service Law, including “Rule-of-Three”.

Distinguishing Features of the Class
The work involves developing and providing information and technical assistance on behalf of the Department of Health as well as assisting with development, planning and implementation of health-related educational and outreach programs. This is a paraprofessional position responsible for assisting in all phases of program delivery. The incumbent provides sexual health education and disease prevention services to individuals and groups with the County and assists in determining health outreach needs of the County. Attends community meetings and plans outreach events as required. The work is performed under the supervision of an administrator of higher grade. Supervision may be exercised over lower professional and clerical staff. Does related work as required.
Typical Work Activities
- Works with departmental administrative staff to develop and coordinate outreach strategies that raise awareness of program and services;
- Establishes and maintains relationships with community-based organizations and other pertinent agencies in order to increase community participation and promote departmental services;
- Works with clients/patients to overcome barriers that may interfere with their ability to make healthy choices, participate in the continuation of care and/or other social programming;
- Educate and promote health screenings.
Minimum Qualifications
A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s
Degree and one (1) year of experience in preparing, distributing and live presentation of outreach materials to the public; or:
B.) Completion of 60 hours from a regionally accredited or New York State registered college or university and three
(3) years of experience preparing, distributing, and live presentation of outreach materials to the public; or:
C.) Graduation from high school or possession of a high school equivalency diploma and five (5) years’ experience in preparing, distributing and live presentation of outreach materials to the public; or
D.) An equivalent combination of training and experience as defined by the limits of (A) and (B).
Special Requirements
Eligibility for New York State driver’s license required at time of application, with possession of the license mandatory at time of appointment. This position requires substantial travel, and candidates must demonstrate ability to meet the transportation demands of the job in carrying out their responsibilities in any location to which travel is required. Including some locations not accessible by public transportation.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements
