CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT
Job Duties:
The work involves assisting in the development and implementation of policies related to the activities of the Department of Homeland Security & Emergency Services under the direction of the Commissioner of Homeland Security & Emergency Services. The incumbent performs work related to sensitive security information for the department as well as performs work related to the homeland security grants. The incumbent also performs responsible administrative work for the Deputy Commissioner and Commissioner of Homeland Security and Emergency Services.
The incumbent provides direct assistance to the Department on a variety of short and long-term state and federal homeland security projects. Work is performed under the direct supervision of the Commissioner and Deputy Commissioner with leeway for the exercise of independent judgment. Supervision may be exercised over a number of administrative, technical and clerical staff. Does related work as required..
TYPICAL WORK ACTIVITIES:
- Coordinates administratively the functions of the Department of Homeland Security and Emergency Services and with other County departments;
- Maintains federal and state reporting on established outside funding; Manages homeland security training courses for county departments; various municipalities and first responders within Erie County;
- Participates in discussions concerning sensitive security information; Manages, coordinates and advises local municipalities and other county departments in the National Incident Management System requirements;
- Liaison with state agencies and federal agencies; Coordinates state mutual aid for deployments outside Erie County;
- Prepares, coordinates and submits legislative resolutions for contracts for signature to the County Executive’s Office for the department;
- Provides technical assistance and acts in an advisory capacity on varied matters; Assists in problem solving; Confers with supervisors on staffing problems;
- Represents the Department of Homeland Security & Emergency Services at Village and Town Board Meetings and with Civic and Community groups;
- Represents the Commissioner and Deputy Commissioner at meetings on a variety of issues; Responds to emergency/disaster incidents to assist in coordination of emergency services resources
MINIMUM QUALIFICATIONS:
A.) Possession of a Bachelor’s degree and three (3) years of experience in a position involving traffic or public safety, criminal justice, public or community relations, or coordinating emergency services, at least one (1) year of which involved providing information and assistance to the public and one (1) year of supervisory experience; or:
B) Graduation from high school or possession of a high school equivalency diploma and five (5) years of experience in a position involving traffic or public safety, criminal justice, public or community relations, or coordinating emergency services, at least one (1) year of which involved providing information and assistance to the public and one (1) year of supervisory experience; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTES: 1. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirement. 2. *Supervision – Responsible direction and control of subordinate employees. This involves the assignment of work, approval of work, training, evaluation and discipline of employees. The supervisory aspects must be an integral part of the job, not incidental or occasional.
