Description

The Erie County Sewer Districts (ECSDs) are special service districts created pursuant to state and local law to protect water quality, protect the environment, and support the needs of the community.

They have been created to provide sewer services within their respective boundaries, as specified by contracts between each district and the local jurisdictions served. Sewer districts are responsible for the construction, operation, and maintenance and administration of collector and interceptor sanitary sewer systems, pumping stations, and wastewater treatment facilities and also necessary appurtenances to deliver these critical services. ECSD No. 6 is also responsible for the storm sewer system within its boundaries.

The Sewer Districts are provided oversight by Boards of Managers appointed by the County Executive and confirmed by the County Legislature.

The Sewer Districts are self-supporting entities with the power to assess appropriate service fees and levy local sewer taxes. Their annual revenues, which are sufficient to cover all operating costs and capital debt service, are derived from a combination of flat rate charges, parcel charges, footage charges, user charges and sewer charges based on the assessed value of real property and other property and usage characteristics.

Capital construction is eligible for both federal and state aid when available. The vast majority of capital improvement costs are shouldered by the ratepayers.
