The NYS OTDA has waived in-person interviews at the HEAP Office. However, members of the public are encouraged to pursue the variety of ways to apply for HEAP.
- If you do not have utility service, have a disconnect notice, or need assistance with a broken furnace, you may call our HEAP call center for assistance at 716-858-7644 and a customer service representative will assist you.
- If you are not in an emergency utility situation, you may apply for HEAP on line at www.mybenefits.ny.gov. or you may apply by mail.
- HEAP applications are available for printing
