Erie County Sewer District No. 3 has commenced a major expansion of the Southtowns Advanced Wastewater Treatment Facility (AWTF). The below summary and technical documents provide an overview of this multi-phase construction project – estimated to approach $200 million – that will continue Erie County’s commitment to protecting public health, protecting the environment, and supporting the needs of the local community for decades to come.
The “Open House Project Overview” was developed in May 2023 and while most of the essential elements remain accurate, the schedule has changed since that time. Phase 1 construction was bid in 2023 and a notice to proceed was issued to the contractor in late-Fall 2023. Phase 1 systems became operational in September 2025 to meet a key project milestone deadline, with completion of all Phase 1 work (including final restoration) in early 2026. Phase 2 construction is anticipated to be bid in 2026.
