Effective December 1, 2025, the Regular (Heating) HEAP benefit component will be open for eligible residents. The Regular benefit component is scheduled to operate through April 7, 2026 or until funding is exhausted, whichever occurs first. Applicants may apply by mail, fax or in person at 460 Main St., Buffalo, NY. A printable HEAP application (LDSS-3421) will be available for public download on the OTDA website starting December 1, 2025.

Additionally, effective December 11, 2025 the HERR (Home Equipment Repair and/or Replacement) Benefit will be available in a restricted capacity.
HERR benefits will be limited to applicants aged 60 or older at the time of application who own their own home where the heating equipment that requires repair or replacing is located. If there is more than one documented homeowner, at least one must be aged 60 or above at the time of application and live in the home as their primary residence.
