Federal Shutdown 2025: Alternative Assistance Programs

HEAP (Energy Assistance) Effective Monday, December 1, 2025, the Regular (Heating) Benefit component of the Home Energy Assistance Program (HEAP) in Erie County is scheduled to open. The Regular HEAP benefit is scheduled to operate through April 7, 2026 or until funding exhausted, which occurs first. Applicants may apply for HEAP by submitting paper applications by mail fax, or in person, at 460 Main St., Buffalo, NY. A printable HEAP Application (LDSS-3421) will be available for download on the OTDA website starting on December 1, 2025.

Mental Health Resources 

Uncertainty around federal benefits and a lack of basic resources like food and heat can take a toll on personal mental health. If you or someone you know is feeling overwhelmed, call 988. The 988 Lifeline is a locally staffed hotline for mental health concerns, emotional distress, alcohol or drug use concerns, or just need someone to talk to. Response-services are available 24/7, and translators are available.

Find Domestic Violence resources and support at erie.gov/dv. The New York State Domestic and Sexual Violence Hotline number is 1-800-942-6906, and has trained counselors. 211 can also connect residents to local resources.
