Information for Contract Agencies

Please reference the 2026 ECDMH Contract Call Letter that will kickoff our 2026 Contract season and will provide details regarding updates that may impact your agency. The 2026 Contract Call Letter was sent to all ECDMH contract agencies on October 7, 2025 via email to all agency contacts whom are listed with ECDMH to receive contract related materials.

We held Contract Agency Webinars October 28th & 29th (click links provided below to watch either / both presentations) to prepare you all for your upcoming 2026 Contracts and provide an opportunity to answer questions any of you may have. Attendees found these to be informative and helpful. If you have any questions during this Contracting process, please feel free to reach out to your assigned Contract Coordinator (CC) or any of us that are listed in the PowerPoint below. We want nothing more than for your agency to get paid in a timely fashion and we are here to assist you along the way.

2026 CONTRACT RELATED DOCUMENTS:

Forms to be completed by all Contract Agencies and submitted to your ECDMH Contract Coordinator (CC):

Please note that your agency's DRAFT 2026 Scope(s) of Service documents are available in ClearPoint under Scorecards in the Attachments section in either the specified Program, or the Agency Home Page (if the program name is not listed). You will need to review and update these documents *using Track Changes then email the updated DRAFT 2026 Scope of Service(s) to your assigned ECDMH Contract Coordinator for their review and approval *with Track Changes still on showing all details.

Once your Contract Coordinator has approved all of the above-referenced CC documents, you will be emailed a “START Letter” with your 2026 Initial Contract and related documents attached from Melissa Stark signifying the next phase of the contract execution process.

*Please carefully follow the instructions contained within this “Start Letter” email for completing and returning these documents.

You will need to refer to your 2026 Initial Contract Start Letter Email for the following as these documents are created specifically for your agency: 

  • 2026 Initial Contract;
  • 2026 BAA;
  • PDF of your final 2025 Scope(s) of Service; and, where applicable,
  • HUD Subrecipient Agreement(s).

*All Initial Contract documents that are attached to the Start Letter require original, inked signatures - no electronic signatures will be accepted.
